Appointment of new Defence Forces Head of Strategic HR

Mr Declan Carville has been appointed as the new Defence Forces Head of Strategic HR. Mr Carville joins the Defence Forces from the PTSB plc where he held the position of Head of HR Business Partnering and Performance for the last five years. Prior to this he was the HR Director of FBD plc for over six years. His previous roles include; HR Director for Dairygold Cooperative Society and Head of HR in Aviva plc. Having worked in the HR sphere for all of his career, Declan brings a wealth of experience in Strategy design, implementation and change.

In his new civilian role as Defence Forces Head of Strategic HR, reporting directly to the Chief of Staff, Mr. Carville will be a member of the senior Defence Forces leadership and management team, and the Defence Strategic Management Committee. Working with the senior leadership and management team, he will support the Chief of Staff directly and drive, support, advise and enable the future people-focused strategic HR transformation of the Defence Forces in line with the Government-approved High Level Action Plan.

Mr. Carville will be empowered to design, lead, create, communicate and deliver on an integrated future focused HR strategy impacting all three services (Army, Air Corps and Naval Service) and their respective Reserve Forces. Mr. Carville will work closely with all colleagues, Defence Forces Leadership and the Department of Defence to align and drive the HR changes required to deliver a future fit Defence Forces. 

Mr. Carville met with the Chief of Staff of the Defence Forces, Lieutenant General Seán Clancy, on Monday the 4th of September. Welcoming Mr. Carville's new appointment, Lt. Gen Clancy said "We are delighted to welcome Declan to our senior management team, where his significant and varied experience will be a major asset to the Defence Forces. His new role, leading and driving a people-focused and integrated HR strategy will affect positive change across the entire Defence Forces. This is necessary to ensure the continued progression to a fit for purpose Defence Forces with capability, equivalent to level of ambition two."

Head of Strategic HR, Mr. Declan Carville, will begin work in the Defence Forces on 04 Sept 2023.

Declan Carville has worked for 25 years in the private sector in various Senior Human Resources Director roles, across a range of industries. He joins the Defence Forces as Head of Strategic Human Resources from PTSB plc where he held the position of Head of Human Resources and Performance for over 5 years. 

Prior to PTSB, he was the Director of Human Resources with FBD plc where he led and implemented a multiyear HR strategy and Change Programme for circa 7 years resulting in significant Colleague, Commercial and Cultural benefits. Prior to FBD he was the HR Director for Dairygold Cooperative Society, Ireland's largest Farmer owned Co-op for circa 2 years, where he led a large People Transformation agenda for the Co-op. Earlier Senior Human Resources roles in his career positions include Aviva, Golden Pages and Lucent Technologies. 

Declan’s experience is underpinned by a strong academic track record including a Diploma in Strategic HR, a Diploma in Culture & Ethics and a Masters in Social & Organisational Psychology. 

In his new role as Head of Strategic Human Resources for the Defence Forces, reporting directly to the Chief of Staff, Mr Carville will be a member of the senior Defence Forces leadership and management team and the Defence Strategic Management Committee.

Outside of work, Declan is married to Samantha and they have 2 children. He is an active under age rugby coach and volunteer at club level in his local GAA club.
